The agent drafts the as-built record from field data, updates the route and GIS layers, and cites the source for each change. An engineer reviews and signs off.

Illustrative example
Segment C-9 of the Rivermill build closes out: 840 m of 144-count, three splice enclosures, one route change around a culvert. The agent drafts the as-built with each fact cited to a close-out photo or crew sheet, stages the GIS edit as a draft layer, and marks the final 60 m incomplete because no depth readings came back. The engineer chases the depths and signs the record off.
