What It Does
The agent pulls the CAD plan sheets and supporting documents for the approved route and assembles them in the form that authority's requirement library specifies, listing every item still missing. An engineer reviews the package before it goes to the permitting portal.Without it: Permits for trenching, poles, and right-of-way access are detailed and authority-specific. A missing item sends the package back and delays the build.

Illustrative example
The Harborline route is approved and crosses both a county road and a rail corridor, so two authorities apply. The agent stages a county package with plan sheets, traffic control and the bore profile, and a corridor package with the rail form set and insurance certificate, then lists three gaps, including the encroachment form rail requirement 4.2 asks for. The permitting coordinator fills the gaps and files each package themselves.
